We are constantly working with clients and other consultants to develop preliminary planning for projects.  This can include developing various development options, coordinating with other engineering disciplines, and governing agencies to determine the best path forward for the client. Other planning features:

• developing facility/utility master plans

• creating zoning variance and zoning map amendments  

Our design experience includes roadway improvements, site plan development, mass grading projects and erosion control. It also includes:

• Storm Water Pollution Prevention Plans (SWPPP)

• storm water management

• Storm sewer, water and sanitary utility projects

• wastewater and water treatment

• wastewater collection and pumping

The staff of HLE consistently works with governing agencies such as Ohio Department of Transportation (ODOT), Ohio EPA, County Engineer’s, County Regional Planning, Municipal Engineering departments as well as planning and zoning commissions/boards.

Helping the Client or Owner understand the projected construction costs for an improvement project as well as the amount of time needed for design, permitting and construction is critical to success. HLE utilizes local qualified contractors and past project data to help our clients estimate costs and schedules.
